This article doesnt talk about DACA or even mentions DACA. Your title can be misleading. But to answer your question, YES, DACA recipients can get the new Driver Licenses. Some in fact already have.

its a law passed in 2005 that all states must abide by it eventually. if your state is in compliant of Real ID, it has to have a stamp "REAL ID compliant" to be able to fly domestically.

California has been extending this till 2020.
