Since it includes $30 billion for a border wall and ban sanctuary cities, this is a non-starter with the Democrats.

GOP leaders have now punted on gov't spending THREE TIMES since Sept. Rank and file Republicans are beside themselves when it comes to doing yet another short-term spending bill. Many Republicans will abandon the leadership and not vote AGAIN for another stopgap measure… @ChadPergram
