This was posted already, but here's why the bill was no good.

1.) They limited chain migration of DREAMers only. Democrats will not waiver on chain migration on a bigger scale. I'm not sure how much negotiation can be done on this aspect.

2.) Border money was at 1.6B, I believe. This needs to be raised, and it can possibly be negotiated.

3.) Coverage can be negotiated. First, no protection for parents. Next (and much more difficult), who of all DREAMers won't be included?
