So people with deportation orders wont qualify.
what would cause someone to get a deportation order besides doing something dumb like dui or something along the lines.

I'm guessing that the deportation orders that we had before DACA count as well? I know many DACAers who are like this.

Some of those disqualifiers though...

I think the one that will likely disqualify a lot of people is the tax one. I interpret this as an prior income that was not reported, one could lose contingent status or be disqualified for it. (e.g. You worked under the table, but failed to declare any past income from those jobs)

Dreamers have specifically gotten orders if their parents had a failed application and were ordered removed or deported. Again, through no fault of their own they DO pay the price through this legislation. The order is extended as a derivative from the parents to the children.

Right. See, the difference between this and the other bills that Ryan doesn't want votes on, is that they cancel the removal and removal orders of those who qualify.

Oh, and Sens Harris and Feinstein have just filed a bill to prevent children from being put in detention. They don't need this bill for that.
