Votes can be misleading too. It’s easy to vote Yes for something you don’t think will pass to posture. And likewise, voting No for something.

Edit: the point I’m trying to make is that there is no real intention to sign any immigration bill into law. This is all posturing. More than likely, they’re just trying to distract and shift blame.

Exactly. The same way Republicans voted countless times to repeal Obamacare when Obama was in the White House, yet couldn't do it when it mattered.

If their intention is just posturing, both bills will fail on thin margin, so every republican can go back to their district and say they tried. Conservatives will be satisfied and moderates will be satisfied as well.
