The bill they released and voted on this week excluded some groups in the TPS categories. I believe they excluded some African countries. Also, the DACA provisions were much more restrictive and the standard of proof for all DACA applications was substantially increased.

So, I'm assuming the "in some cases" is referring to these changes. But who really knows? The devil is in the details.
