The opposition demands limits on the number of people the Immigration and Customs Enforcement (ICE) can hold in exchange for any funding for a physical barrier. Some of the sources said the committee may turn to temporary funding legislation again.

Are they offering the wall in exchange for limiting the number of people that ICE can hold at any given time?! Did I just read that correctly? Am I in an alternate universe or something?

Articles says "any funding." Dems offered 1.3 - 1.6 bil for "fencing" before the shutdown so it's the same offer. They want less detention beds and they want no "fencing" for the National Butterfly Center in Texas.

According to the yahoo article:

no.. we need something new, dont want another shutdown

Trump should declare a national emergency so it sets a precedent.

so if a Democratic President wins in 2020 or in the future,
He/She can declare a national emergency over Climate Change, Dreamers, or any other shit democrats want.
