That's a step forward, but it is a tiny step. Until it passes the Senate, this means nothing.

I still think the best option would be to put it in a budget bill.

Even if it passes the Senate (which it won’t even get a vote) Trump still has that VETO pen. Fact is this bill isn’t going anywhere, this is all a show to score political points.
