I believe they will follow the same protocol or worse by just giving to American citizens.
No. You had to apply back in 08.

I got the 700 check from uncle sammy

From what i've seen it's based on whoever filed for taxes for 2018. Undocumented people, students, and others who didn't file taxes (ie. pretty much anybody who doesn't have DACA) won't qualify. That's sad on its own because they're hurting too but my worry is what happens if they have to go with a rationing system for food or medicine. We're not there but if this thing drags out for another 6 months and start giving out cards to "American Families" so they have some basic food vouchers, undocumented people will be really hurt.

Even in hardest hit Wuhan people got food from grocery stores.
Eleven million Chinese in Wuhan.
No UBI. No rationing. No mad max scenario.

Just stay home unless you're essential and all these mad max scenarios everyone keeps daydreaming about won't happen.

No, we're resident aliens. Basically to be a resident alien you either have to be an LPR or live in US for 31 days in the current year, and at least 183 days in the past 3 years, with the previous year being calculated at 1/3rd and the second previous year being calculated at 1/6th. Some non-immigrants (A, F, G, J, M, Q, and some professional athlets are considered non-residents despite their actual presence).

This definition comes from the tax code, not from immigration law.
