the stipulations for student visa is that you are only allowed very limited online credits? i believe it's 3 per school year or something. what ICE is saying that, they can't be in the USA if they are taking online classes, they will have to take those classes in their country. they were only given until summer semester as a courtesy. those student visa come with many stipulations and are no way a form of adjusting status and once finish you are to leave the country unless you get OPT or work visa sponsor. most international students are from China and India and they have been abusing the system and taking jobs that belong to descendants of American slaves. heck they are a law suit by white Americans suing tech giants for sponsoring Indians with those H1 visa and taking Americans jobs. unlike us dreamers who have been hear for years, we know the system, the indians come and abuse and only promote and hire other indians and bring their caste system here.
