Is California Medi-Cal considered as public charge?

I was recently got laid off and lost my health insurance through my employer.

I updated my income on my Covered CA to see if I could get a Medi-Cal (State Funded) benefits and approved.

Does anyone know or have reference that this Medi-Cal from state of California (Not Medical or Medicaid) considered as USCIS's public charge rules?
