This article clearly states that the PA government is moving to appointment their own electors and disregard the vote there. They can very likely steal the presidency still

Yep. If they were to pass a law appointing the electors (and that's a big if), the democratic governor would veto it. They do not have 2/3rds majority for an override.

legalizing 11m won't pass, they can't even legalize 700k...

if everyone wants immigration reform, then everyone needs to help democrats turn out for midterm election.
