To the Members of the California State Senate:

I am returning Senate Bill 1 without my signature.

At a time when segments of California public higher education, the University of California and the California State University, are raising fees on all students attending college in order to maintain the quality of education provided, it would not be prudent to place additional strain on the General Fund to accord the new benefit of providing state subsidized financial aid to students without lawful immigration status. Under existing law, undocumented students, who meet the required criteria, already qualify for the lower in-state tuition rate while attending California public colleges and universities.

Therefore, I cannot sign this bill.

I'm not mad at him for vetoing it. The in-state is good enough, right CA?? Let's be grateful for what we already have and focus our sights on the federal Dream Act.

I agree with him.

they should only provide financial aid to those who stays in CA and pay taxes for several years. It certainly doesn't make sense for people who just crossed the border and boom, they should financial aid and stuff like that, it is not acceptable in any nation.

That is true glacier, and that is not what this bill would have done anyway. It is not what in-state tuition does either. Which is the main argument against it. And one of the main arguments against DREAM , even though instate isn't even in the legislation. Yet every column, every video clip where "they" have they opportunity = they insert the lie that "any undocumented can just cross the border , or just go to any state they want... while citizen kids can not have that break" In actuality , for instate tuition the student has to show they are a resident of that state , it just isn't bringing into question whether their long term residency has been "legal". okay ?

I have to agree with him, we do not want to look too greedy.

The idea of the bill is good. We should definetely thank the sponsors and supporters of this bill. The problem is what do they do after college graduation if they don't have the right to work? The federal Dream Act will solve this problem effectively.

i think it's okay since i am already paying in state tuition because of the ab540, though i wouldnt mind getting finanical aid..

yeah but there was a lot of support for this. The regents of the cal states and university of california's wanted it and so did their respective student associations.
