I apologize for the dumb question, if it offends anyone, for I am not as politically inclined as some of you seem to be.

Now, if Dream passes in the Senate, then what exactly is gong to happen, or what would be the next step to get this legislation to be functional?

Assuming it passes as a standalone bill, then the house needs to pass its version, then conference, and finally, Bush has to sign it.
