Question: Unable to Get Passport Renewed

My country recently changed its policy on passport renewals for people living outside the country. They absolutely refuse to renew them unless you come back to the country and do it in person after x years. My family is left without any form of ID whatsoever, which is, of course, a nightmare. Any advice on what other kind of document there is that can be obtained/requested to serve as a legal ID? The children are DACA, recently renewed, and the parents don't have any kind of status. However, the children won't be able to apply for renewal the next time being that their passports will also expire by then. Any advice is highly appreciated as we are all pretty desperate.

You don't need your passport to renew DACA.

Initial Approval: 11/13/12
1st Renewal: 10-7-14
2nd Renewal: 10/12/16
3rd Renewal: 5/16/2018

Yes, but it doesn't require that the passport be valid. In this case, they can enter the expired date.

Where do they live? Moreover, you do not need a passport to renew DACA, you really only needed one with the initial application because you need some kind of picture ID to satisfy USCIS with "Yeah, this is proof that I am who I claim to be". Pretty much all my renewals I just gave them copy front and back of my EAD and nothing else.

Anyways the following states offer driver's licenses or at very least some kind of "driving privilege card" to undocumented immigrants:
CA, CO, CT, DC, DE HI, IL, MD, NM, NJ, NY, NV, UT, OR, VA, VT, WA

If they're in one of the states, or can relocate there briefly, they can get a driver license. My parents (living in NY), at the time (2016) moved briefly to CT in order to get driver licenses.
