Legalize ALL Dreamers immediately! One step at a time. And THEN we can go for legalization for everyone else. And PLEASE stop with the wording “citizenship for all.” That is physically impossible. You can’t become a citizen “immediately.” This is where UWD will lose it for us..

Budget reconciliation does have strict rules that only allows stuff budget related. However it can be tied to immigration like fees associated with submitting forms or additional fees for processing. Those fees then go into the budget and can be allocated for specific things like border security. I'm not 100% sure if they can do it but that would be the way to look at it from a budget perspective.
