Basically: This is how the 3.5T is cut up between the various committees. They're all sitting down and drafting their part of the spending bill. I'm not exactly sure how they'll put it all together but my guess is either someone will compile it, or each part will be basically voted in as an amendment or a rider on the main reconciliation bill.

From a logistical standpoint, its an absolute nightmare to craft legislation of this magnitude. This thing takes time, I would not be surprised if this bill takes longer to make and instead they pass a stop-gap in its place. So many things are gonna happen in october, how exciting! *rolls eyes*
