They are not overriding the Parliamentarian. Manchin and the blonde witch won't let it happen. Plus, this would require balls and there's a shortage of balls in the Democratic party to pull any sort of ballsy move.

I rather parole succeed and give some safety to the 7M people. Dems will not override the parliamentarian.

Plan B is dead.

The Byrd rule only prohibits the Senate, so the House can pass whatever it wants, but the Byrd rule can be enforced on reconciliation conference reports (conference reports are the negotiated bill between the House and Senate when each passes their own version).

So House passes their version, Senate passes theirs, goes to conference and if Plan B is in that conference report a Senator will raise a point of order.
