It doesn't, it just lets you adjust via a method where you need admission or parole but don't need continuous lawful presence. Basically it lets you clear an EWI and adjust via marriage but nothing else really.

I don't think it needs to "pass" anything. This is simply a change on how DHS handles DACA, within the current laws.

There is nothing to pass. They can make the change without congress authorization.
