But yeah even if the Dream Act wouldn't have passed, without those attacks the entire landscape would be different. No TSA, no turning DMVs into immigration offices asking for status, no getting hassled opening a bank account. No endless wars.

No standalone Patriot act and Real ID act, Homeland Security, National defense Authorization act. I think they could get passed, perhaps as a package deal with a CIR.

The USA would not have gotten involved in the war on terror. Iraq, Afghanistan. The USA would have saved money from not being involved in those wars bombing Iraq/Afghanistan and rebuilding them I think.
