Sadly, the lawyer who was working on my father’s case ran with his money and never informed him of anything else. I did not benefit from this case. So I am in the same boat as the majority.

Have your father do a FOIA and see what happened there exactly. Worst case scenario is basically just the status quo.

I don't know. You have to remember that DHS v. Regents of the University of California was a ruling generally on on basis of the APA (5-4). Sotomayor was the only one who dissented that the rescission violated the fifth amendment (1-8).

Now, could Roberts swing to uphold it on different basis? Sure, he could. That being said, it's hard to find a fifth justice for a majority, I don't exactly see Amy Coney Barrett as a swing justice in any capacity. Gorsuch maybe could be convinced but that's solely on the basis that putting half a million people out of work would be a humongous mess. So all in all, it doesn't look good.
