Big cities should be the safest but one of the smaller Republican counties should be avoided or if it can't be avoided, you should be the world's best driver - make sure all your lights work, pay attention to school zones, signal, come to a complete stop, etc.

Most RMV/DMV has certified information from DHS on an individual's status if you drive or go for ID.
