A Chance to DREAM

No one would disagree that everyone, particularly the young, have the right to dream. Dreams in this country may only come true with hard work, a level playing field, and access to higher education. That is why it is imperative that the United States Senate pass the DREAM Act when it is presented again on November 16th.

The DREAM Act was originally intended to provide students, regardless of legal status, the opportunity to study in a community college or university at the in-state tuition rate of the state in which they can prove residency. This legislative proposal was then expanded which is currently being reconsidered in the Senate after a painful defeat just last October.

Specifically, the DREAM Act would grant temporary legal status for six years to students who can prove they arrived in this country prior to being sixteen years of age and have lived here for a minimum of five years before the law was passed. The law would require that these students receive a degree from a college or university and either serve two years in the military or complete 910 hours of community service in programs allowed by the Department of Homeland Security. If the students are of good moral character and have no criminal antecedents, they may apply for citizenship.

This law does not provide for financing of higher education or special assistance of any kind for these young undocumented students. What it does is help them receive the proper education to become the productive, creative, resourceful, and good people this country needs, especially in critical need areas of healthcare, education and military service. There are those that would argue that this is amnesty but they are wrong. These young people are innocent of whatever laws their parents may have broken and they feel and act as American as their peers. It is contrary to the laws and spirit of this country to hold liable the innocent and these young people are innocent.

Last month, the legislation failed with 52 votes in favor and 44 against. Sixty votes are required for passage. Those 44 who were against it disagreed strongly with the citizenship portion of the Act fearing that it would entice more immigrants with children to come to the country to eventually benefit from this law. They could be right. If it would be helpful to pass the legislation, the portion that considers citizenship could be removed until full immigration reform is debated. This country would do well from every perspective to have the DREAM Act become law. Our Senators and Representatives need to know that.[/b]
