I don't know about Hawaii,but any trips to Puerto Rico or even US Virgin Islands should be completely off limits.USVI is included due to most if not all flights connecting through Puerto Rico for the isles.

^What does that actually mean in practice? It's very interesting though it seems like all the people involved in that had criminal records of some sorts. Does prescreening mean that names are run through some general database (I'm not aware of any citizenship database existing) or simply screened for people with outstanding arrest warrants?

From what I heard recently there is zero formal inspection other than a guy asking people if they are citizens or not but apparently with no checks of any sort.

^^Yes,most of them had criminal records but in the context of what was quoted the 5 Guatemalan nationals were only in the country illegally.There is a database of whom is legal in the country,obviously if no one is in the database I would assume they would be considered illegal at that point.It is the very reason people avoid USCIS,ICE & CBP because these agencies can do immigration checks.

The US is also not the only country that has access to such information.Through treaties the UK & Canada certainly have the same US data as well hence why many US citizens are turned back at UK airports or no if they have a criminal record or not.
