I think he misunderstood some notice with approval. In the comments, he's saying that his biometrics is on 2/13 which means he hasn't finished all the steps prior to be completely approved. The dates also don't added up with a final approval but with the schedule for the biometrics. I may be wrong though!

I wouldn't be surprised if he is already approved since members here have received their biometric appointments within days of USCIS having received their applications. One member got his the very next day, assuming he could have printed out his form online that same day and walked-in before his appointment date, it's a possibility he could have been approved already.

In other words, he got approved in just 3 weeks (sent application on Jan 15 and was approved already on Feb 8th!!!)
