Where are you from? If Wisconsin grants Driver Cards to immigrants, you are welcome to stop by and I'll help you get your license here. We should find out in a week or so if it will be included in the State's budget. Keep your fingers crossed!

You get can a driver's license in Washington and you can get a Driving privilege card in Utah. In Utah it's the easiest because you only need to prove that you're a Utah resident by showing them a checking account in a bank in Utah and an apartment's lease (you rent an apartment for a week).

It will be valid to use in another state as long as the car is insured and registered. The problem is that you can't register and insure your owncar in another state, so you will have to insure and register your car in the state that gave you the DL and then you could drive your own car in your own state using an out of state license plate.

The answer is yes.
