I don't seem to have any of that.

Jamaica and EWI, if that helps.
I'm probably late, but I'll post anyway.

I just got all my paperwork to renew my passport, so this is what you really need to know.

Jamaica is now issuing new birth certificates that are digital prints (click here for pricing). If you are applying for a passport/renewing a passport, then you will need to get the new version of your birth certificate. The problem you're going to run into is the fact that you'll need the birth entry number from your old handwritten birth certificate in order to get the new digital version. You must have that birth entry number for them to pull the right records. And you'll have to order everything online through the Registrar General's website.

Since you don't have an original birth certificate (and therefore no birth entry number), you can request your birth entry number here. And then apply for a new set of birth certificates (you get 6) once you get it. Once you have all of that, you can apply for the passport.

All first time applicants must visit the Consulate General to be interviewed by a Consular Officer.

Completed passport application form
Two (2) identical non digitized colour photographs one of which should be certified by the Notary Public who signs Section G
Original Birth Certificate
Original Marriage Certificate, where applicable
Original Adoption Register, where applicable
Divorce Judgment, if applicable
Hope this helps. If you are still running into problems, definitely call up the consulate that you are in the jurisdiction of.

I have been calling consulates, in different states too but no answer. What would I do with the passport? Would it be of any use with no status? Plus that's based on if I get a birth certificate. Since I don't think I ever got one, should I? I have been to preschool to high school, and medical records all in the US. What should I do? Would trying to get a passport or any documents make things worse?

I think I'm confused. Do you mean you were never issued one (i.e. your birth was never registered with the government)? Or just that you don't have a physical copy?

Even if you don't have a birth certificate, you may still have been given a birth entry number if you were born at a hospital. If you weren't born at a hospital, then check into a baptismal record or a record of naming.

My only advice is to get the passport if you can afford it. It's identification and you will need some form of ID at some point. Besides, if you need to take any kind of exam (GRE, MCAT, LSAT, SAT, ACT,) then you can use the passport.

The passport offices close at 12 PM EST and I think they're also closed on Friday. So, you're going to have to call them as soon as they open. It took me almost a week to get in touch with them because when I called, I was either placed on an indefinite wait or they didn't bother to answer.

Yes, I mean I was never issued one. The SAT and ACT don't mean much to me since I have already graduated high school. I would like to further my education and am glad others are, but the thing is we still aren't allowed to work, drive, etc. I figure others going to college have a job, and that's how they pay for schooling, if not please let me know how.

Would trying to get my birth certificate or passport worse?

With a passport, you can fly, open bank account, go to college, etc... It is going to be useful. I don't know why getting a passport will make your situation worse. It is the only form of ID we have.

I'm not sure about flying, since you would need a visa too right? As for opening a bank account and going to college, maybe. Two forms of ID are still needed right? Something like a passport maybe and a state ID / drivers license? How would I get the other form of ID?

What I meant by making the situation worse is that, first to get a passport, seems I'll have to get a birth certificate first. I'm not sure how that's going to happen. Yes again, I wasn't issued one at all.

So it would be like fighting to prove being illegal?

Not really. It's more like fighting to prove you exist. Without a birth certificate or passport, you aren't legally anyone in any country. A lot of good things come out of legal existence, including the ability to fly (no need for a visa) and go to college.
