3) Currently be in school, have graduated from high school, have obtained a general education certificate...

This isn't very clear. Why does it say "currently be in school"? I'm sure college graduates would qualify...I think the wording is faulty.

There's a bit more faulty wording (e.g., "Coast Guard or Armed Forces"...the Coast Guard is an Armed Force -_-)

Oh...Wait! It's for High Schoolers between 16 and 18 who haven't yet graduated. They also qualify.
