The record may have been erased from the 'state archives' but the feds don't follow the same rules. It may show up in their background checks. Following normal USCIS procedures as I have posted in the first post, since I was below the age of 18, this should not matter anymore. And actually no, employers CANNOT reject applications with seal records if you are above 18 and five (for oregon at least) have pass and you have not have not done anything beside that, you can ask the court for expungement. And you can put NO if employer ask if you have been charged, convicted or accused and can SUE them if they have research you beyond what the expungement has let out. At least this how it works for juvenile cases.

Back to my case

It seems I need to have a background check but I need a rap sheet which shows all and any records that I have with the law.

What are the requirements for a background check and where can I get one?

FBI records might not be accurate and lawyer online suggested one from our local court/police station

If you were arrested or charged you need to disclose it and show them the outcome. Cant do much more than that.

thats the thing, I was not arrested but my court papers do not mention charged at all

"youth has committed a crime if done by an adult would be a crime*

From rereading your original post it sounds like you were charged even though you werent arrested but the charges were later dropped.
