All the talks and the initial premise of the Senate and President has been about the huge momentum of getting CIR passed. They're doing all they can do hype down the CIR because they know they have a lot more to lose than their Democratic counterparts. It's throwing us off the scent of the real prize, which is the CIR.

CIR actually having a chance to pass is wreaking havoc among the GOP base right now. The Tea party caucus knows that it has to be done, but their base won't stand for it, should they allow it to pass.
I agree that there are not as big of a chance for CIR as we all think right now. Only if we can show republicans how Latinos can help democrats regain the majority in the house in 2014, they might finally wake up. We need to get Latinos to be more involve in local election, not just the presidential election.

Demographics play a larger role in state-level elections. The majority of GOP-controlled House seats are set in firmly white districts.

While I agree that many republicans district are white-majority, it doesn't mean that the GOP is going to be near-sighted and not make a path for the presidency for 2016. Even tea partiers (Ted Cruz) understand that once the state of Texas goes blue , it's only the beginning. The GOP cannot afford a southern strategy (marginalization of blacks) against Latinos if they want to remain politically relevant. The democrats cannot lose in this situation because they have latino support at 70% or more, especially because Obama can extend deferred action to other cases if congress fails to act. The GOP also doesn't want to repeat 2006, when they got kicked out of office because of their failure to act and welcomed a democrat takeover of congress. Right now the political reality is that the GOP wants to act in a way that doesn't give credit to the presidency and at the same time offer a cornerstone for more political support of an emergent plural demographic.

As long as it helps to pass CIR then why not?

What is the purpose of Comprehensive then?
