well, with out going into much detail

sale in brand new cars will rise, sale of used cars will go down
Insurance Agency will get a bit boosts
sale in houses will rise
people will start to move out of the 20+ people per 3 bedroom apartments into their own apartments

Well, everything everyone else has mentioned. USCIS will get some money.

Lawyers. -_-

Office supplies.

Essentially, spending will increase. This is a good thing.

You forgot traveling, especially outside the US. Good business to invest on if CIR passes.

Everything people just said are tied to one major aspect of the economy: banks. Banks will prosper issuing auto, home and student loans to a virtually untapped portion of the American population.

Things I think that will initially expand are:

Legal services-Whether non-profit or private.

DHS- There would have to be more USCIS personnel and CBP personnel to deal with the load for Documentation and for Security at the ports and border concerning the Entry-exit system respectively.

Travel-The majority will actually be cross border visits rather than overseas.
