Homeland Security considering two major changes to ease deportations - Page 2

I don't even know why there's an upper age cap. A childhood arrival is a childhood arrival. I can understand the 16 year old thing since that has something to do with immigration law and what they consider an adult or at least not a child but not an upper age cap.
