I think that means that's how long they'll hold those 55k visas a year. Once 20 years pass, they'll assume we've all received a visa and adjusted, thus they will eliminate the need for the yearly 55k visas.

Yes and no. As I understand, in concept A, we get a contingent nonimmigrant status while waiting for a visa.

That's what I'm understanding. If within the 5 years with a nonimmigrant visa you do not get one of the 55k visas, you are able to renew again for a 5 year nonimmigrant visa?
