Easiest way for USCIS is to file it online. If your mother has an A number that's basically all the information she'd need to provide. If not, she'll need all the identifying info about herself and the petitioner as she can.

Hi, it just struck me that I was a beneficiary in 1997. My sister is a US born citizen (22). I’m guessing I could potentially adjust via this route? I feel ridiculous not having thought about this earlier, I’m 28

You could, would likely be faster to get petitioned by a parent or an employer though.
