It did not use state money but rather private money. It would not have affected the state budget or taken money from it.

All this would have done is if you got a private scholarship and wanted to attend UCLA, the scholarship could pay the school directly instead of writing you a check. Because once UCLA cashes that check, it becomes the UCLA's money and under current law they can't distribute it to you. Right now people have to talk the scholarship into writing them a check instead of a school and that's not always easy.

The only thing this bill would have changed is allowed a scholarship to directly pay UCLA for your tuition instead of writing you a check.
