I say if after 6 months of mulling on the same paper works and still have not found anything suspicious they should just approve it :P.
I mean c'mon! If the guy they are actually reviewing did something wrong, aside for being undocumented, they would've found it in the first month or so. We are NOT Jason Bourne (from The Bourne Movie Series) spies, we are just REGULAR Joe who happens to be undocumented.
