then I guess the Dream Act won't be up to vote till around September.

In the meantime it's all about reform.

Yeah, but there are also senators like Specter and Kyl who voted against the Dream Act and yet support CIR so it kind of works both ways.

Flexibility is the name of the game.Should CIR fail we have the stand alone option,or attach it to must pass legislation.

The sticking points for CIR last time was the guest worker program & I believe this time it will be the same.I don't see how anyone can explain bringing in more foreign workers when unemployment is increasing,whether high or low skilled.At the very least CIR does appear to have more Republican votes potentially such as Specter,Graham,McCain & possibly even Kyl.
