They do that. It's to make sure that Senator actually represents you. Just say you're not comfortable with giving your address but will give the zip code.

I heard this with my own ears as I sat in the Cannon building, that even though the congressman is a strong supporter of the DREAM Act they would like to see more positive comments from the constituents.
