IF YOU ARE GOING TO GO TO UTAH BE CAREFUL SINCE ICE POLICE AND IMMIGRATION KNOWS ABOUT THESE . THERE ARE VARIOUS CHECK POINTS AVOID AT ALL COST SALT LAKE CITY SINCE IS THE HQ FOR IMMIGRATION. ALSO NEVER TAKE THE TRAIN, THE BUS NOR PLANE OR ANY MEANS OF MASSIVE TRANSPORTATION. IF YOU CAN GET A FRIEND OR SIBLING WITH LEGAL STATUS TAKE YOU TO THE DMV.
BEFORE YOU MAKE THE TRIP CALL THE UTAH DMV

WASHINGTON, UTAH (Driving Privledge Card), NEW MEXICO

You need to find a home address in that state to have a home utility bill - cable, gas, water, garbage, etc. sent under your name to "prove" you live in that state.

Then bring along the following documents:
Matricula ID Card (if heading to New Mexico, you need one issued by a consulate in New Mexico)
Birth Certificate
Most Recent school yearbook with you in it.
Valid Foreign Passport (you can get one at your consulate).
Official High School Transcript

If you do not have a Individual Tax Identification Number (ITIN) I would suggest you get one in order to sign up for the utility bill (also one of the application requirements in Utah)

Immigration checkpoints are only allowed within 100 miles of any US border (this includes the east/west coast)

Neither Salt Lake City nor the entire state of Utah for that matter are within 100 miles of any US border you should not fear any immigration checkpoints.

Stay out of the orange and you should be good.

i have relatives that live in new mexico so the home address isn't a problem and for my birth certificate does it need to be and American birth certificate??? i might have trouble getting the recent yearbook since i never bought one :/ we never really had money for one.

Thats the law, but my advice was geared towards those fearing border patrol checkpoints on their travels. The only real time the checkpoints are extended beyond 50 miles of the mexican or canadian border is on train or bus trips when border patrol agents jump on and question people for their citizenship.

No you do not need a USA birth certificate, just an original copy from whatever country you were born in. If you do not have the original then you can have a relative in Mexico go have your file looked up in the hospital records and have another one made then mail it to you.

With your birth certificate you can also visit the Mexican consulate and apply/receive your foreign (mexican) passport.

New Mexico, Utah, and Washington state are 100% aware of the fact that they allow undocumented immigrants to obtain a drivers license.
