it is said that it needs 60 votes because any one senator can use a "filibuster" (http://www.senate.gov/artandhistory/...er_Cloture.htm) to stop the ammendment; however if no opposition occurs, the amendment can move with only 51 votes.

Yeah but it's not like all of these republican jerks that serve as senators are just going to sit there. So we do need 60 votes to block the filibuster that will inevitably take place.

I think he meant that he does not need them for the up or down vote, however he wants them to vote for the cloture.
