You have to live in FL for at least 1 year to become the resident of the state. I'm sure you'll have a lot of evidences to prove your Florida residency. In your brother's case, it should be the bank statement + something else (ask the school for a list of possible documents)

hey, had you been in college for at least 2 years in the past ? If you were in college for 2 years, you would still qualify for DA even if you are 40
