I agree with your last sentence. Because CIR bills tend to consist of points that aim to reinforce border security, I think CIR has a good/perhaps even a better chance of becoming a reality than the DA as a stand-alone bill in 2011/2012.

His echoing his current stance, secure the borders first, what the hell does this mean, can you please advise some context, do you wante a Berlin Wall, Barb Wires, 1000000000000000000, border guards, we have no structure to build, it is unclear/ambigious , if Obama would have been on his toes, he would have asked for benchmarks on border security, i.e. increase guards, x-rays, buidling the wall, whatever, now we have to define what a secured border is, after the fact that Obama already spend a lot of resources "securing the border"!
