Yes it is. Unless the guard asks you to give him your phone if you carry one than you should be alright. Banks have the same sign. Hell even strip clubs have that but you see people with them. As long as you are not talking and being loud you should be alright with a phone everywhere.

Actually, it says on the biometrics appointment paper to not bring any. This thread just clarifies that you can and it can be put on silent/vibrate. So yea.

I'm sure this is a question for a considerable amount of people.

I went in for a walk-in and the guard politely asked me to turn my off phone if it wasn't already off. That was all.
