But I'm still wondering something. How are they going to keep track of visa overstays? Will they automatically become ICE fugitives once their permitted status expires?

I have question about that which I'm sure it will be addressed in the details. What will they do about people who are undocumented, but are "in the line" and will face a 10 year ban should they leave the U.S. to adjust their status? Extend 245i?
That is a good question.The outline doesn't seem to cover that possibility.It currently seems to treat them as already "in the line" but still open to the possibility of general legalization.

I can only assume that the general probationary period might actually cure an individual of unlawful presence allowing the individual to seek status in other ways.

Oh, my God, I was right!!!!! They are in the midst of creating a National Identity File for every resident in the U.S. It is supposed to be modeled after Facebook (believe me or not), where not only every person's identity is filed, but also that of their families and connections.

When you present yourself for employement, school, etc, they will bring up your file, and be able to see that the person in front of them is really you. This is mainly for identity theft, and resonably and understandly so, people steal your name, dob, etc, but they cannot steal your face. The other elements of reform in this bluepring mirror those of an original essay a friend forwarded me and in which the blueprint for "prosecutorial discretion" enfocement (the Morton Memo) was included. I might just post that original immigration reform plan here...

Let's hope that's the case. I know several DREAMers here (myself included) have undocumented relatives waiting on family-based petitions. I just hope they see that as a potential issue to address, as well.
