Yes, you may have spoken with some immigration agent on the phone who said "uhh.. I don't think you need them?" and some people may have gotten lucky by having the immigration officer overlook the photo REQUIREMENT, but the filing instructions clearly SAY MUST. Not should, not can, but MUST.

The worst advice anyone can give is to not follow the instructions in the immigration paperwork to a t! I've been trying to get legal status through my USC family and have been following the workings of USCIS for close to 15 years and have read enough (possibly apocryphal) stories of people's paperwork being refused or even denied for missing pictures or even for having pictures of the wrong format (!) to make the hair on my back stand whenever I see people saying to ignore the super clear and simple instructions.
That part of instructions hasn't been updated since mid 00s and it's retarded that they still ask for them. Even the adjudicator's field manual (for I-485s) outright says "if missing, use ones from biometrics", which has became the current standard. People got approved without sending them, people who send them found the biometrics one on their EADs. Overall it's pointless, no one has ever received a RFE or NOID for missing pictures.

The checklist has a really "better safe than sorry" approach, though most of the required stuff is merely optional for renewals.

I-821D - yes, required, sign in both the places, people had their applications returned to them because of missing one of the signatures
I-765 - yes, required
I-765ws - yes, required
Copies of I-797s, overall optional, better to include them, but if anything they have your old file as long as they have your A-number. Not required.
Copy of EAD, overall optional for the same reason as above.
$465 for US Department of Homeland Security (check or money order, not cash) (too ambiguous).
Passport photos - asked for, unused, overall unnecessary as mentioned above.
Copy of ID - overall pointless for renewal, since they already know who you are, you can include it, but it's overall useless.
Copy of I-94, asked for by I-765 but overall pointless given the situation. It's included there for cases where you seek an EAD due to having a work authorized status which needs an EAD (ex E-2, F-1 doing CPT, or OPT). Other than that, the number is needed for initial requests only. Not to mention that it is completely inapplicable in cases of EWIs.

You really don't need anything aside from the forms and the money order for renewals. Unless you were working towards your HS diploma or GED when you initially applied, then you also need to document that your either got your HSD/GED or you're still working towards it.
