For obvious reasons, I don't agree with this buying of a person/bride but according to articles her parent's have overpriced her anyways. According to "Hmong Wedding Guides in the United States" the maximum bridal price set by clan leaders is $5,000 USD. This was apparently presented and voted on by The Hmong 18 Council of Minnesota at the National Hmong 18 Council Conference held in St. Paul, Minnesota on October of 2013.

From my limited understanding of Hmong culture and traditions, the bridal price is not something that is supposed to be based on the woman's "value" regarding ability to work, previous marriage, etc. It dates far back to cultural beliefs of clan structuring and family spirits. Each clan or family has their own clan spirits that are supposed to protect and guide the clan members. (For those of you familiar with Disney, think of when Mulan is praying to her ancestors/spirits and they come alive to guide her and advise her. Specifically, Mushu the little dragon creature that was supposed to be her guardian)
In Hmong clan structures when a woman is married she leaves her family clan and is adopted by her husbands clan. Hmong beliefs are that when this happens the clan spirits/guardians are no longer able to keep the married woman safe, so the bridal price is paid by the grooms family as a way to reassure the bride's clan that his clan (and subsequently his clans spirits) will love her, care for her, keep her safe, and accept her as their own.
*Although I'm sure now a days these old traditions and cultural beliefs may be a minor reason, if any, as to why Hmong families still require a bridal price be paid. With that in mind, it is my opinion that your girlfriend's family is most likely just trying to get as much out of you as possible and using their quasi-belief of a bridal price to justify it.
