This is what trump wants.

Phase 1: Dream act plus border security (His wall)
Phase 2: CIR (chain migration, raise act, visa lottery etc)

But what he really wants and only wants is Phase 1.
Republicans wants Phase 2.

You prevent them or anyone else from coming illegally through education and opportunity to come legally.

So you support a merit based system? You think that will prevent further illegal entries? Are all of the illegal, poor immigrants from Mexico and South America going to suddenly become educated enough to gain entry?

so how do you propose the Congress to deal with that? Appropriate funds to other countries?
