Manchin wants to try to work the GOP first before going at it through reconciliation, that is his actual stance because that is the platform he runs on. That is his idea of bipartisanship.. He is not going to be the sole vote to sink a massive bill if negotiation with gop fails. Look at the latest bill... I think this is getting blown out of proportion.
