You didn't know Tijuana is in Mexico? How far were you willing to go, LOL? All the way up to the literal border?

Of course I know Tijuana is in Mexico. Duh. How you think I got back to the US with just me talking lol. I knew the border but when we crossed a bridge and went through some doors it didn’t say you were crossing to Mexico nor there were any officers there at the entrance. Just after we crossed and we walked a bit longer we saw the Mexican immigration and told us that my ex wife was illegally in Mexico and that she needed to go back.

When she entered illegally after getting caught at the border, she triggered a permanent ban. She doesn't qualify for 601 or 601A. Her best option is to stay in the US with DACA. No competent lawyer will advise her to leave the country.
Wrong. You dont trigger a bar by border apprehensions (if you’re Mexican and get VR), you have to actually accumulate unlawful presence to have those. Its very likely that because she got DACA she technically has no unlawful presence so there's no need for a waiver, in this case what I wouldve advice was to request AP to attend the visa interview, thus should things go wrong she would come back using her AP.

It's not unheard of that CDJ officer's misinterpret law, but right now CDJ is a MESS, what used to be a one day interview process is now a 2 day interview process, we have clients waiting for an interview since Oct 2019.

Yeah... Not to change topics but I've been waiting since November 2019. I am still trying to figure out WTF they're doing.

She had 1 EWI. The 10 year ban applies only if she leaves USA. She could have cleared the initial EWI with AP. Otherwise, she would have to file I-601a waiver.
