Called again and asked for tier 2, tier 2 told me he could do something but ELIS is down right now.

2nd renewal received 4/19/2016. Biometrics 9/6. EAD Expired 9/8/2016, approved on 9/19/2016,
3rd renewal received 2/12/2018, biometrics 3/5. Approved 4/25/2018
